What Is a Comprehensive Plan and Why Is It Important?

The City of Poquoson’s 2008-2028 Comprehensive Plan is an advisory document written to guide decisions on development, land use and resource management.   The Comprehensive Plan includes general demographic and statistical information on the City, as well as survey data and public feedback on citizens’ preferences for future development.  The purpose of the Plan is to outline goals, objectives and a community-developed vision to guide citizens and City officials on issues such as housing and commercial development, zoning, transportation infrastructure, and environmental management, and provide general policy directions for Poquoson for the next 20 years.

Since 1950, the State of Virginia has required each locality with a zoning ordinance to prepare and adopt a comprehensive plan, and to review that plan every five years to determine whether revisions or updates are necessary.  While updates have been made as recently as 2016, the current Plan has not undergone a full scale review since 2009.  

Our Update Process

The City of Poquoson is currently conducting a general update of our Comprehensive Plan, to be completed in 2017.  This process includes updating City demographics and statistics, and collecting citizen feedback on the future development of Poquoson.  Members of the City’s Community Development Department will be primarily responsible for assisting the Plan Steering Committee with facilitating the update, with added guidance from the community, the Poquoson Planning Commission and City Council.

Additionally, two citizen committees have been formed to assist with the update process:

A Community Participation Team (CPT), tasked with encouraging, facilitating, and reporting citizen participation in the plan update process.
A Steering Committee, responsible for reviewing and organizing citizen feedback, and presenting it to the Planning Commission and City Council.
