Manager Roles

The City Manager, J. Randall Wheeler, was appointed by City Council on June 1, 2009. The City Manager serves as the Chief Administrative Officer of the City government and is responsible for the execution of all City ordinances and policies enacted by the City Council, oversight of all City Departments and operations, and the preparation of the Recommended Annual Budget and Capital Improvements Plan. In addition, the City Manager serves as the Director of Emergency Services, the Zoning Administrator, the Chief Contracting Officer and the hiring authority for the City.

Office Responsibilities

The City Manager's Office serves as primary point of contact for citizen questions and requests for service, as well as serves as the public information office for media requests for non-public safety related information. In addition, the City Manager's Office partners with our Superintendent of Schools, our Constitutional Officers, the York-Poquoson Department of Social Services and other state, federal and regional partners on a variety of issues and programs that serve the City's residents, businesses and greater Hampton Roads. Lastly, the City Manager's Office  serves as the collection point for employment applications for all City government positions.
